Born in Diyarbakır in 1976, Ceylan graduated in business administration from La Sierra University in California in 2001. The federation biography records his move into the family construction company that year, the establishment of Cey Yatırım in 2003 and subsequent chief-executive and board responsibilities across construction, energy, information technology, communications and aviation businesses.
His sports-governance history includes board membership in the volleyball, physically disabled sports and orienteering federations, vice-presidency of Antalya 07 Women’s Basketball Team from 2019 to 2022, and membership of Beşiktaş JK. These are reported as historical roles distinct from his later tennis-federation appointment.
