Hikmet Öksüzoğlu was appointed member of the Turkish Football Federation’s Central Refereeing Committee (MHK) on 23 July 2024.
The July 2024 division of duties assigned him responsibility for second- and third-tier competitions, the Regional Amateur League, futsal and Region 6.
A TFF announcement dated 3 October 2026 named him among the committee members entrusted with referee appointments for the 6–8 October Turkish Cup matches during the transition to a new MHK.
