Levent Bıçakcı is a lawyer and former federation president whose career connects legal practice, sports governance and university teaching. He graduated in law from İstanbul University in 1976 and completed his doctorate there in 1984.
He served on the Turkish Football Federation Legal Board from 1989 to 2004, then as federation president from 2004 to 2006. His basketball governance included the Turkish Basketball Federation board in 1998–2002 and the FIBA Legal Commission in 1998–2006.
