After TED Ankara College, Arslan graduated in electrical and electronics engineering from Middle East Technical University in 1988 and completed an MBA at Bilkent University. The federation biography records a banking career that began at Interbank, including branch management in İzmir from 1994 to 1998, followed by senior roles at Bayındırbank from 1998 to 2001, Ziraat Bankası from 2001 to 2003 and Finansbank from 2005 to 2010. It says he has served on the executive and management boards of a private company since 2010.
