FISU adopts common eligibility framework for Russian and Belarusian students

The May decision reinstated Belarusian students and capped restrictions on Russian participation.

FISU’s Executive Committee reinstated students holding Belarusian passports at its events with immediate effect on 26 May. The announcement followed the IOC’s recommendations of 7 May and differences between international federations’ participation policies.

For Russian student-athletes, FISU introduced a common framework under which nationality alone would not justify exclusion. Neutral participation, without national flags or uniform, became the strongest restriction applicable across its events.

Where a sport’s international federation had fully reinstated Russian competitors, FISU would follow that position and allow national conditions. The framework therefore preserved sport-specific reinstatement while setting a uniform ceiling on restrictions.
