ISU clarifies neutral athlete screening responsibilities
The federation described its qualification safeguards and the IOC’s authority at the Olympics.

The International Skating Union issued a statement explaining its approach to athletes holding Russian and Belarusian passports. It said a limited number of independent neutral athletes had been permitted to compete under strict conditions based on the International Olympic Committee’s guidelines.
The federation described an AIN Review Committee that screened proposed athletes and their support personnel through a defined set of protocols. It said those checks operated alongside access arrangements at ISU competitions forming part of the 2025–26 Olympic qualification system.
The statement also clarified institutional responsibility during the Winter Games. The ISU identified the Olympic competition and its associated rules as the IOC’s responsibility, distinguishing that authority from the federation’s screening work at its own qualifying events.
