Hong Kong China second row Lachlan Doheny was free to play immediately after a Foul Play Review Committee examined his sending-off against Chile. The red card in the 11 July Nations Cup match resulted from two yellow cards.

The offences were a cynical infringement under Law 9.7(a) and a high tackle under Law 9.13. The independent committee noted that one yellow card concerned a technical offence and concluded that the sending-off was sufficient sanction.

Rhian Williams chaired the 13 July review alongside former player Chris Smith and former referee Juan Pablo Spirandelli. Doheny accepted the outcome, so no additional suspension followed; the committee’s decision did not erase the match’s original sending-off.
