World Rowing extended access for athletes holding Russian or Belarusian passports to all its events under its Individual Neutral Athlete framework. The executive decision was announced on 18 February.

The extension included Masters, coastal and indoor championships as well as World Cups. Participation remained conditional on compliance with the neutrality requirements; athletes did not regain permission to compete as national representatives using national flags, colours or symbols.

National anthems remained excluded, and World Rowing said compliance would continue to be monitored. The decision concerns the federation’s own competition system and does not establish eligibility across unrelated sports. For athletes and organisers, the material change was the wider event scope, with the existing restrictions remaining part of the entry process.
