Thirty-two teams will compete for twenty places alongside the hosts and defending champions.

The Men's EHF EURO 2028 qualifying draw divided thirty-two teams into eight groups in Lisbon. Twenty places are available through qualifying: the leading two teams in each group and the four best third-place finishers will join the automatically qualified nations.

Germany drew Italy, Belgium and Slovakia, while Croatia will face the Netherlands, Lithuania and Finland. France joined Poland, Romania and Latvia. Denmark qualify as defending champions, alongside hosts Spain, Portugal and Switzerland, who instead participate in the associated EURO Cup.

Qualifying rounds begin in November 2026 before continuing in March and May 2027. The final third-place comparison will count only matches against each group's top two teams, with results against fourth-place opponents excluded from that assessment of the remaining qualification positions.
